WhatsApp Business is really two different Meta products: a free app for your phone and the WhatsApp Business Platform, which gives programmatic access and is billed per delivered message. The name is shared; conditions, costs and teamwork are not. This guide to the WhatsApp Business app vs platform choice helps you pick a version based on Meta's current materials, without guessing at prices.
First note three numbers: how many people reply, how many chats customers start and how many messages you will send yourself. If you are still deciding whether to use WhatsApp at all, start with the comparison of WhatsApp Business and website chat. Here the channel is chosen; only the version is open.
How the app differs from the Platform
The WhatsApp Business app works like a messenger with business extras: a profile, a catalog, greeting messages and quick replies. You install it, register a number and start chatting with customers. The Platform has no window of its own for reading messages. It is an API connected to software: your own system or a Meta partner tool.
In its business FAQ, Meta describes the app as free, built for small businesses and offering limited integration with other tools, and the Platform as programmatic access for medium and large businesses. That describes categories, not which version suits your team. WhatsApp Business FAQ.
There are two routes to the Platform. You can connect directly through the Cloud API, but Meta says this requires a developer who can call the APIs and set up webhooks. The other route is a Business Solution Provider, a partner offering a ready-made inbox, a bot or integrations with your other tools. What belongs in your business description and hours is covered in the guide to the WhatsApp Business profile.
The app and the Platform side by side
Scroll the table sideways to see all columns.
| Criterion | WhatsApp Business app | WhatsApp Business Platform |
|---|---|---|
| Intended for, according to Meta | Small businesses | Medium and large businesses that need programmatic access |
| How you start | Download the app to a phone and register a number | Connect the Cloud API yourself or use a partner tool |
| Fees charged by Meta | The app is free; some features require a paid subscription | A fee per delivered template message, depending on category and recipient country |
| Team work | A primary phone plus up to four linked devices, more with a subscription | Depends on the tool connected to the API, not on the number of phones |
| Automation and integrations | Greetings, away messages and quick replies; limited integration | Bots, support systems and custom flows through the API |
The table does not show which version is cheaper. The app has no message bill from Meta, but its cost shows up in time: every chat runs through one number and a few devices. The Platform moves the cost to messages, integration and a tool subscription. We break down the full bill, not just the subscription, in the article on how much live chat costs; the same logic applies to WhatsApp.
What you pay for on the Platform
Since 1 July 2025, Meta has billed the Platform per individual message rather than per conversation. A charge is created when a message is delivered, not when it is sent. Paid messages are templates: pre-approved formats the business sends on its own initiative, in three categories: marketing, utility and authentication. The fourth category on the pricing page is service, meaning ordinary replies in a chat the customer started.
For customer support, the 24-hour window matters most. When a customer messages the business, a window opens in which service messages are free, and utility messages sent in response to the customer are free as well. Each new customer message resets the window. If the customer arrives from a Click to WhatsApp ad or a Facebook Page button and you reply within that window, no messages are charged for the next 72 hours; handling that first chat is covered in the guide to click-to-message ads.
The Platform pricing page confirms billing per delivered message, the four categories, free service messages and the 72-hour window after an ad. It gives no single rate per country: look up the current table for your market and category. WhatsApp Business Platform Pricing.
We leave out prices on purpose. Rates depend on the market and category pair, and Meta applies volume tiers to utility and authentication messages, so the unit price can fall as volume grows. Add the partner tool or developer time on top of Meta's fees. Before you sign, ask the partner the questions below.
- Are Meta's message fees passed through to your invoice at cost, or does the partner add its own margin?
- Who prepares the message templates and submits them for approval?
- Does your chat history stay with you when the contract ends, and in what format do you get it?
- Can you use the number that runs in the app today, and which features will you lose after the move?
One phone or a whole team
In the app, the account is tied to a primary phone. Without an extra subscription you can link up to four devices, such as an office computer and a colleague's phone. The multi-agent feature, available with a Meta Verified or Meta One subscription, lets you link up to 10 devices, assign chats and see who sent a message. Meta notes that this version may not be available to every account yet.
The WhatsApp Help Center describes a limit of four devices without multi-agent, up to 10 devices with it, and linked devices being disconnected when the primary phone goes unused for more than 14 days. It does not list subscription prices, so check them in the app before deciding. WhatsApp Help Center.
On the Platform, the number of people is set by the tool connected to the API, not by phones. Queues, assignment and permissions belong to that tool, not to WhatsApp. So test a partner's inbox as carefully as its message pricing. A similar problem with scattered channels is covered in the guide to customer service on Facebook and Instagram.
When the app is enough and when to consider the Platform
- Count the people who reply. If one or two people answer and four linked devices are enough, the app covers your needs. With a larger team, look at the multi-agent feature first and only then at the Platform.
- Separate inbound and outbound messages. When customers start most chats and you reply within a day, service messages are free. When you plan your own notifications and campaigns, count template messages by category.
- Check what you need from other systems.Order status, appointment confirmations or handing a chat to a ticketing system need an integration. The app is limited here, and someone has to connect and maintain the Platform API.
- Choose your access route.Without a developer on the team, a Meta partner is the practical route. The Cloud API on its own makes sense when you have someone who will maintain the integration and the webhooks.
- Plan the move of your number.Meta describes a way to connect an app number to the Cloud API through a partner, but some app features are then not supported by the API. Before switching, list what your team uses every day and ask the partner what will stop working.
WhatsApp and contact on your website
Choosing a WhatsApp version does not answer the questions customers ask on your website before they write. How to match the channel to the type of enquiry is shown in the comparison of live chat, chatbot and callback. When one person writes through several channels, the rule from the guide on the same case across several channels helps.
Meetlead does not connect to WhatsApp. The Meetlead customer support inbox collects conversations from website chat and from connected Facebook Messenger and Instagram Direct accounts, with assignment, internal notes and case history. If WhatsApp stays in the app, run it alongside the shared inbox for website contact and decide who owns each channel and how you hand cases over between them.
Questions about WhatsApp Business
Does the WhatsApp Business app cost money? You download and use the app for free, and Meta charges no message fees in it. Additional subscriptions such as Meta Verified or Meta One are paid and extend, among other things, the number of linked devices. Message fees apply to the Platform.
Can the same number work in the app and on the Platform? Meta's developer documentation describes such a mode for app numbers connected through a partner, but with limitations: group chats are not synced, broadcast lists are turned off, and voice and video calls are not supported on the Cloud API. Ask the partner for a written list of differences before you move the number.
